7-3 "softlock" on brutal

I decided to try and beat the game on brutal difficulty yesterday and when i started i saw some enemies not moving, attacking or doing anything, and i think that's what happend here on the last fight in 7-3 a enemy stopped doing anything and i can't find it unless it is just a softlock and i had killed every enemy but i don't know since i can't use the tab button to find out.
edit: forgot to mention that the game is modded but i don't have any mods that change enemies or whatever

ffs there was a mannequin or some weak enemy in one of the corners
