I have a theory that after the end, V-1 will be in charge of hell because he has unlimited sources of blood there and that's why Endcore levels exist, meanwhile Gabriel is in charge of heaven. Also a theory that there will be an epilogue or an expansion of V-1 returning to the surface to finish with the robot factories and that heaven won't be touched until a sequel of Ultrakill where instead of going down through hell layers, he goes up to heaven layers (Moon, Mercury, Venus, Sun, Mars, Jupiter, Saturn, Fixed Stars, Primum Mobile, Empyrean).

They do not, in fact, have unlimited sources of blood by the end of treachery. The exact opposite would be true.
