I think that Fraud will wind up being the objectively best layer. Consider this: it's the last full size layer in the game (Treachery is an act crescendo/climax, so it's only going to have two levels unless you count the prime sanctum), it's going to implement new mechanics that required almost a year's worth of bug fixes, every enemy will be on the table in terms of encounters, and it has the most source material to work with. Get hype for ULTRAKILL: Fraud probably dropping early next year.
