Is there a lore reason why Minos Prime didn't fight back against Gabriel?

Minos was a very peaceful and kind person, and fighting Gabe could put his people's lives at risk.

But wouldn’t he know that if gabriel killed him, the next judge most likely wouldn’t be as kind to those in hell as he is, realising that gabriel is a threat to what he made and act before it happens? He disobeyed heaven once, what’s stopping him from doing it again, knowing damn well that even though lust would be in danger, it’d be safer than if he died?

The worst things happen to the best people, huh? He was killed, watched his city that he busted his ass to build get destroyed and see his people suffer again, plus getting a second chance at life only for it to be taken away, also if Minos did fight Gabe he 100% still would've lost.

He wasn't backtracking, he was trying to be peaceful, Minos likely knew he wouldn't win so speaking with Gabe would've been a better option, and it's not like he wanted to fight anyone in the first place, that's Sisyphus' thing.
