The thing these cerberi try to teach you is how to effectively use dash iframes; they have some of the loudest, most telegraphed attacks, and being locked in a close quarters arena with area denial enemies forces you to use your dashes well.
Good work on beating them! Typically, the bosses of this game are a harsh difficulty spike, and try to teach you something specific. If you ever find yourself struggling against a boss, the terminal entries also have tips at the bottom that might indicate certain weaknesses.
protip for the future (spoiler warning for layer 4) (i'm serious don't ruin it for yourself if you haven't gotten to layer 4 yet): the blue sawblade launcher is a hard counter for anything that isn't flying. just shoot a nail into the ground and unload every saw at your disposal. additionally, use the green sawblade launcher to add a red-hot sawblade to do even more damage.

By the time you've completed the game, Cerberus will likely feel trivial in comparison to when you first fought him. (Plus, I'm pretty sure the NPC version's also have less health as well)
For me, Gab act 2 use to be hard very hard.
Now he just kinda easy baby mode baby, drop kicking child simulator.
Unlocking more weapons and learning more tech can make a whole lot of enemies cake walks in general, so yeah, just keep going and eventually funny baller man will feel easy.
