The alt marksman is simply not used correctly. On the surface, it looks bad, with splitcoins becoming spincoins which reload the revolver, also doing an extra 0.5 damage, enough to kill schisms now. That's 4 ricochets instead of 8. But this is where the secret lies; it not only reloads the alt marksman, it reloads all revolvers.
Knowing this, you can set up your weapon priority order in the terminal to put the alt marksman last in the list, and then shoot two aimed shots which do the same damage as a ricochet, and reload with a spincoin. That's 3 hitscan shots, better than 2, and 2 of these shots go wherever you want them to, rather than targeting the closest enemy.
This means that the alt marksman gives you more control and more damage, fulfilling a unique role of reliable hitscan effective at all ranges. It is much slower than the default marksman though, making it much worse against...drones.
