Is the OST copyright free for twitch/youtube?

It should be safe, not sure about content not pertaining to ultrakill though.

Could I recommend Tennebre Rosso Sangue to a streamer to listen to on stream or would copyright say nuh uh (Its not ON ultrakill they are doing art)

You can use the music on any video and any game at all, it’s just that the music is copyrighted to Hakita.

Do you have any idea how vast "content not pertaining to ultrakill" is?
That could literally be anything, of course he could get striked for that.
