if you are falling, then grappling a rocket will make you ride it, but you HAVE to be falling, otherwise it will blow up on your face
just try it out on sandbox, get high up, fall down and shoot a rocket, after you shoot it try to grab it with the hook, easy enough.
Though, I did see someone (also mid-fall) start a rocket ride with no whiplash usage what so ever, that kinda interests me a bit more
-Dash
-Shoot a frozen rocket
-Unfreeze it as quickly as possible
It takes a bit of getting used to, but it isn't as hard to learn as you'd expect. Just don't shoot the rocket too soon; wait until the dash is almost finished. And look down slightly when you perform the inputs. You only need to look 5-10⁰ down and you'll be good. Practice it a bit in sandbox, and you'll eventually be able to do it extremely consistently.
otherwise, I also found that if you shoot a rocket in a certain direction as you're going upwards in air, you will almost always start riding the rocket immediately. So maybe you can do a risky overpump and quickly switch to the rocket launcher to get a ride started
