I feel like the stairs vastly change the point of the arena. Enemies easily move up and down now while you no longer have to take jumps to traverse to enemies with the height advantage, or use the whiplash to reel yourself directly into the action. It feels like the power balance of this arena has been vastly changed even with just a simple staircase.
Ultrakill isn't exactly known for realistic environment design.
To answer your question anyway, some players could take the stairs because they'd recognise it as safer, but this ultimately makes the room so much less memorable. You're not forced to platform or think, all you'd need to do is w + m1
