I only know how to not spawn enemies at the library at the end, but take these steps to not spawn any in the library.

1. the red skull "cage" is not as efficient as it looks
2. in the room with the wall to break (where you need to use the bomb) -> look at the ceiling

but after that how the hell do you finish the level becose it is blocked untill you kill all the enemys
