The minos prime log says this
"A prime soul is an incredibly rare occurrence in which a soul amasses so much power that it no longer requires a Husk as a vessel to manifest physically. As manifestations of pure will, prime souls are incredibly powerful, to the point that even the prideful angels see them as a threat and will use any means necessary to stop them from forming."
Nothing says it needs to be a human. The term "require a husk" may imply that but since humans can inhabit angel bodies too "Lesser angels come from human souls", then couldnt greater angels also have souls? A prime soul is just a soul that needs no body.
And certainly a prime angel soul would be stronger than a prime human soul right? Perfect for a boss to surpass both minos and sysiphus.
Lucifer can take inspiration from Paradise Lost, while Judas can be angry at God and the world that he had to betray Jesus for the prophecy to save humanity yet he is being condemned and scorned as though he did it out of selfish greed.
He had a will strong enough to risk all of his existance and betray the Son of God in hopes for a better future, and with his added anger at God and Heaven in general for feeling betrayed himself, he could have the potential to be an extremely dangerous Prime Soul.
Him also being widely known for his betrayal of Jesus throghout the entirety of 33 CE to pretty much as long as Christianity remains slightly relevant, his presence in the public conscience would be ♥♥♥♥♥♥♥ ENORMOUS, his husk larger than any other in existance. Now that I think of it, he could be the replacement for that of Lucifer on the very center of Hell, reasoned by:
1) In the first part of the Divine Comedy, the corpse of Lucifer was so big that, as Wendigoon said, Dante was closer to the height of the giants (which were pretty damn tall) than the giants were that of Lucifer's corpse.
2) Lucifer would not necessarily be dead by any means, just trapped somewhere or hanging around in Treachery
3) Angels are moderately sized and not extremely big, evidenced by Gabriel and the Virtues
4) As said before, Judas is on the top 5 or 10 most known figures of Christianity and doomed to the 9th layer of Hell.
So yeah, maybe after all Judas will be the Prime Soul of P-3 and the giant corpse in the middle of Hell. It'll certainly be very interesting to fight him, along with how he'll exactly fit in the lore.
Although we also have to consider the main storyline of ULTRAKILL is not meant to be all that hard and maybe Gabriel won't become a Prime Soul due to those limitations, but considering that Hakita is Hakita and he hit us with a ♥♥♥♥♥♥♥ train in P-2, it wouldn't be a surprise that he let Gabriel Prime exist in the last level and be similar to Minos Prime, just slightly nerfed.
TLDR: 50/50 Gabriel Prime. Me no like angels as prime soul.

Lucifer definetely will not be a prime soul, since all he did was ask a question to God and get cast down into Hell. He didn't even necesarily die in the process or after it, which is needed for someone to become a Prime Soul. Although he may be a remarkable figure in the history of Christianity, it does not mean he posseses the willpower in ULTRAKILL's history to acquire the status of "make a whole damn prison for this guy".
