I mean it was most likely a collaborative effort within some agency. Unless V1 is the product of an archangel in disguise. Remiel Prime is a cool sounding name and could fit into the lore of twisting Christian mythos on its head. Remiel was meant to guide souls to heaven, but we know in UK that God has left before the end times of Revelations. For an archangel following its divine programming in the absence of proper guidance (get it? more dramatic irony yay) it makes sense to build a robot that would guide all the souls to the afterlife. Wikipedia also says he's the archangel of hope, so that's nice.

And since Act 3 is called Godfist SUICIDE, there's more poetic justice in the last challenge of Act 3 concluding with the downfall at the hands of his own creation. And the faith shattering realization that this scrutiny was what even God Himself was truly afraid of before his own parting from the world.

Abel tried to climb out of hell with his brother but was stopped by Gabriel.
The fight may include two bosses or Abel's body is fused with with Cain's (elden ring twin armor set style)
