During his second phase, you mostly just gotta focus on damaging and dodging.
When he does attacks like "This will hurt", he stands still for a moment, you can use that to throw something like the screwdriver at him to heal, I normally dont use the Screwdriver, but for a fight like this, you need all the healing you can get.
Also put down sawblade traps and walk around them while spamming coins to hit some spicy damage.

The lack of telegraphing is true. I ♥♥♥♥♥♥♥ hope it's just broken and will be fixed. 50% of times there is 0 telegraph before attacks and considering that most of them are based on teleporting... It just seems unfair.
Learning his moveset is rough but possible. What's not possible is avoiding a chain of attacks followed by a random untelegraphed AOE attack.

The only thing wrong with the boss is that you cannot parry him on Violent when he's based around parrying - Hakita already mentioned that it was not intended because he plays on Standard.
