My point being that 5 years isn't nearly as long as people like to ♥♥♥♥♥ about. But since you want to be a nitpicky pedantic ♥♥♥♥, look up AEON, which is 4 years in development currently and doesn't suck like Yandere Sim. Strike one.

Budget does NOT make a difference in this case as only is 1 person doing 90% of the work (compared to an entire team in turbo overkill's case, which also PROBABLY took around 8 years to make), even in the best circumtances its absolutely impossible for the game to not take at least another 2-3 years to make, because you have to understand, its not as simple as just "Make thing, move on to next thing", when you add something, its not as simple as just adding it and it just works, you have to make sure that it doesnt break anything else,
fix bugs (which can literally appear months and even YEARS after because of just a small mistake in the code), make sure that it doesnt completely break the game, and on top of that, you also have to polish it which causes just as many problems as making it did
No matter how much you tell yourself "GAMES CANT POSSIBLY TAKE MORE THAN 2 DAYS TO DEVELOP!!!!" that wont change the fact that making an entire game in such little time (yes, 5 years is little in game development) is next to impossible, If you look at act 2's development, hakita was working his ass off trying to meet the deadline, so much so that he had to make gabriel 2's theme in the span of 4 HOURS, and he ended up nauseous after, which is why he took a 5 month break on development after act-2 released, and why p-2 took so long to release.
And despite what you think, no, ultrakill does not only have 5 hours of gameplay, the average time to beat ultrakill is 9 hours, but completing it takes 20-30 hours (around the same as turbo overkill's lenght, and ultrakill isnt even finished yet), the only reason you didnt notice is because you refuse to play the extra content, but youre perfectly fine with playing turbo overkill for 100+ hours (guessing based off of how much you suck turbo overkill's ♥♥♥♥)
