Why does layer 3, 6, and 9 only have two levels?

well for gluttony you are in a body and I dont think a body with be 4 levels big.

And it's a better climax for the act

Im not too upset at the fact its shorter. we still have act three and any other extra levels. as well as custom ones made by the community. just curious to the shorter structure. though i do like the exceptional level design done by the devs

im pretty sure its because those layers are at the end of the act and they usually have a final boss, so to make it more of a climax hakita only puts 2 levels to lead up to the boss quicker while still giving you a feel of what the layer is like
