But if you dont want to follow the intended path, the devs implemented a ton of helpful assist features that will smooth out the major spikes like V2.
They're not jumping to complain about the difficult on the steam discussions, they spend their time enjoying the grind and getting better at it through steady repetition and getting familiar with the game and its many little tricks/systems.

Refund and move on would be my advice then. That *is* the fun. The entire point of the game is to spend hours to improve and learn how to do all the cool little tricks and shenanigans to become a badass killing machine, but it sounds like you're looking for a more casual and relaxed FPS experience that doesn't require you to actually "get gud".
He's supposed to be difficult, he's supposed to grind your metallic frame into dust when you're new and still learning. But with enough perseverance, you can turn the tables and prove that you're the better machine. I did it, lots of other people did it, just use the time you spend being negative to improve instead. But if that isn't fun for you, then go do something that is instead of intentionally making yourself suffer when you clearly don't enjoy it.
With that out of the way:
V2 is really not an issue. I beat them with a P ranking after a few tries on normal difficulty, and then for ♥♥♥♥♥ and giggles when I went back for the alternate revolver, I beat them with exclusively pump shotgun overcharging. Why? Because it was funny, and each blast took off like a sixth of their HP. And it meant that V2 never enraged.
My 5.6 hours have consisted of P-ranking every stage and doing their challenges where possible up to 1-4.
V2 is essentially a fight against a more poorly equipped, but potentially more effective, version of yourself. Pretty much all of the things in your kit that you can parry (ex. your shotgun shots) as well as some other things (revolver shots iirc) can be parried if you get good enough, though this isn't necessary.
In the end, V2 is about you utilizing your advantages you have over them; for example, you should probably have the green forms of your revolver, shotgun, and nailgun, and you may have the alternate revolver at your disposal if you wish to use it instead of your normal revolver. And you can parry attacks.
V2 in 1-4 has the basic shotgun and basic revolver. That's it. Not only that, but you can tell what V2 wants to do by looking at its wings: red means they want to be in your face, yellow or blue means they want to stay at a distance and play more passively, and green means they want to get out of your face as fast as they can.
Do note, however, that keeping distance for too long will enrage V2 and make it much faster and more aggressive.
I won't tell you how to beat V2. That's up for you to figure out, because this game seems to have a lot of flexibility in playstyle depending on which weapons you favor.
For example, I don't like coin shots; instead I favor projectile boosting my shotgun shots or going for headshots with the revolver; the only time I go for coin shots is when an enemy has a weak point I can't reach otherwise, and has enough bulk that I can't just vaporize it with a couple of projectile boosted shotgun shots.
But hopefully thinking in this way helps make V2 easier, or at the very least, less frustrating, for you.
Fighting V2 you just came out of 1-3 which is a HUGE difficulty spike compared to the stuff before it, but you never see people complain about that as much on their first time around
