I have a theory. The testaments which seems to be written by god talk of how Mankind is a failure, free will is a flaw, and that he will begin anew, with his word as law. The terminal says that "*Little is known about the specifics of angels, as Heaven is exclusionary and segregated due to wanting little to no direct contact with God's human experiment.*" Which means that humanity was an experiment by god, presumably to find out what would happen if a mortal being was given free will. God deemed it a failure and let humanity destroy itself, but then God disappears and chaos ensues. The Council takes over Heaven and quickly quell resistance in Hell. I believe that God found the prototype of V1 and decided that it would be a useful vessel for completely wiping out humanity, throughout not only Earth, but Hell itself. God, as V1 goes into Hell and begins to exterminate the Husks, which are the manifestations of human souls, and kill any demon that stood in his way. This explains why V1 is able to restart, which is directly acknowledged by some bosses in their boss fight. (Minos Prime: "Useless." Mysterious Druid Knight (& Owl): ""Why are we in the past" and "Hold still" are two of the four lines that occur after restarts.) They also are able to overpower extremely powerful beings like Minos Prime and Gabriel. God never left or disappeared, you're playing as God controlling V1.

I like to think that the soul orbs are giving v1 a soul because, well they are called *SOUL* orbs and mabye whit enough of them can give a soul to someting.
mabye the *you are not geting away this time* is a V1 chose because he is geting a soul

1- The message *you are not geting away this time* is a game desing chose. It tells the player to chase V2 so it apears the %100 of times. So it doesen't matter if you get it. That's why i said maybe

one of the testaments says:

Let the evil of their own lips consume them.
Then I shall begin again with my word as law."
and i take that to mean god doesnt care what happens to the world, he left to go make something else where no one has free will so he doesnt repeat his mistakes. god doesnt have to interfere to make sure humanity dies, he already knows they'll die off on their own.

Doubt it, V1 didn't kill humanity singlehandedly, what killed humanity was either a machine uprising V1 was merely part of or something else entirely. Even if V1 kills 3 humans every second he still wouldn't be able to kill humans faster than they reproduce, a fact that a dev pointed out himself in the discord server

And hell is home to like, probably dozens of billions of souls, even if V1 kills a husk and angel every second it would take him like... hundreds of year to wipe out them all, not very epic
