To get it, in Limbo levels you must find four hidden slab buttons that bear the Roman numerals. Once all of them have been activated, they open the gate in Clair de Lune, which has the same symbols.

hitting coins with the slab is the only way to deal actual headshot damage with it (could be wrong about that though). hitting it in the splitshot window also increases the number of times the bullet hits from what i recall. you essentially sacrifice the multikill capability for higher single target damage.
ideally though it is better to run slab piercer and default marksman for the "meta" but both are quite fun!
edit: it's worth mentioning that you can hit coins thrown with the alt marksman with a default piercer and vice versa (hitting like 2 coins with an alt piercer shot can do more damage than the railcannon).
splitshot at least on the default makes two coins appear where one was. I think they track separate targets sometimes.
it does indeed prioritize weakpoints! i was just saying that's about the main thing you'd be sacrificing opting for the alternate marksman revolver.
the splitshot also allows it to hit two targets with the same coin. the slab functions the same way it just cannot actually be split, instead hitting it when it would normally make the coin split basically makes it do more damage!
and the whole headshot thing i mentioned with the slab (i don't think i was honestly clear enough oops): hitting an enemy with the alt revolver in the head by itself does not apply any damage multipliers like it normally would. hitting a headshot via the coin does apply the headshot multiplier from what i recall!
