The other person is getting confused, V2 only uses its coins in your second encounter with it later in the game.
As for fight tips, it's a bit cheesy but if you restart the whole level instead of the checkpoint you can place 3 magnets in a triangle around v2 during the bow anim at the start and fire a buncha nails into it (using overheat tanks with the green variant). This doesn't take as much extra time per death as you'd expect since you can shoot out the window above the three skull door and enter thru it to skip collecting the skulls. I'd also maybe recommend turning up your mouse sens if you find it too fast to track, using the shotgun when it gets close to heal, hitting v2 directly with a magnet or 2 to help you aim nails easier (multiple magnets on 1 target pull the nails more strongly than 1) and generally dashing and sliding around when it's offscreen. (Oh and to answer your earlier question dash i-frames are towards the start and middle of the dash I think? It feels fairly generous)
If you wanna just skips the boss and don't care about your rank, you can go to the assist menu and enable Boss Difficulty Override, which lets you fight the bosses at an easier difficulty than the rest of the game (you can always come back later with more skillz and weapons to fight it assistless and get that p rank).

OK, I do your 'magnet + nails' trick. Nothing happens. No dents in any health-bars.
Also yes on my very first try I accidentally discovered that entrance before even figuring out the 3 blue skull keys.
It's not that I can't track his movement. He's just impossible to understand with his movement. Even if he has any signal of his movesets, it's too fast for me to not only react but also comprehend. He's like some mosquito.
I can never get close to him, to heal, either.

Plus I have no idea how he heals. It ain't automatically gradual, and it ain't not from hitting me either. Just kinda happen to sometimes look up and notice that sudden his health is growing.
On the lowest difficulty, he felt like he was 2 difficulties above what I've been playing throughout the game so far.
I hate this boss.
The argument you're making is quite a bit logical. Maybe I'm delusional. Just occasionally I swear his health previously were lower in retrospect.
After reading this response of yours, I retried the boss again, as I'd've heard nothing ever from him.
I went to set the Master Volume to 100%, and Music to 10%. Still hearing no "chime" or any indication.
Although I do also have APD. Which may be blameable for it. Maybe I should've mention that sooner, not sure. Didn't really see a reason to.
However I just cannot make out whatever it is he's doing. He's too fast. Most of the time I cannot even comprehend his placement before I get annihilated by him. Only premature visual indication I've noticed is his beam on the shotgun. But I don't know how to dodge that, as he's got aimbot on me.
Its not hard at all. Just remember that a coin always takes your momentum into account and will fly the way you're currently going. This means you'll have an easy time hitting coins if you toss them while moving forward. The rest is up to muscle memory since all you gotta do from there is move your cursor slightly up and left click.
Its always easier to hit a coin than to hit a fast-moving enemy
And learn to slidehop. Most of his attacks miss if you just move fast enough.
See the sitch, the biggest damage V2 can output is through two things: coins and his nail gun. Now in the midst of this gunfight considering the amount of movement you'd have to be one hell of a gunslinger to shoot his coins before he does. What I did was magnet his own nails to him. If he has a nail magnet inside of him, he doesn't shoot his nailgun, or at least he doesn't use it as much. You're effectively getting rid of a single type of his attack, plus once magnet nail expires it explodes, dealing damage.
Onto the killing part. First thing you do once the fight begins is you shoot a nail into him then get as close as possible, all the while dumping everything nail-related into his robotic arse. Keep up with the magnets, shoot them with intervals so when one expires you have another one already stuck in him. That will effectively render him to half or even a quarter of HP if you did everything right. Now it's a race on time. This bastard has a berserk timer, and you wanna get ahead of it really bad, because once he hits rage, you're screwed. So you take out all of your highest damage outputs, which are the railgun, nailgun, and energy beam pistol, and dump it into him fast as hell.
In order to stay on his tail once you hit the quarter HP mark I recommend sliding into him and enjoy some fisticuffs, nails still incoming. That'll restore your HP and shave off his remaining stuff. Use railgun profusely, but time it right. Once he hits 50% HP you only got a minute (somewhat) to kill him before his rage mode. TRUST ME. Lest you're Mercury from Marvel, you won't be able to keep up.
