just why is v1 going to hell to murder everything?
is the soul orb the collective soul of all the maybe innocent dead human?
why is street cleaner want to purge v1 off the hell? despite he is...you know..also a robot
and..what killed mankind? god? machine? hell? or another great war?

I feel like dev's response is enough, but if you want some more of the ULTRALORE:
1. Simple, it's for survival. Mankind is dead, so the only way for machines to keep running is to keep consuming blood of the damned
2. Honestly, no idea about this one. Never thought too much about it either.
3. While their log mentions that Streetcleaners want to destroy all organic matter in some deranged effort to purify the world, they are still machines, and well, those most definitely fight among each other for blood. They are not likely to have any empathy for a fellow robot.
4. Why mankind is dead is made quite vague. A machine uprising? Another great war? We can not be sure. However... (speculations ensue):
Testament found in Prelude's secret level hints that the possible reason mankind is extinct is the Apocalypse as described in Book of Revelation. In ULTRAKILL, God seems to be tired of not being able to create a perfect world, and describes the need to start over. While it may not have exactly played out as in Revelations, it is quite plausible that God is behind mankind's extinction

1. Mankind is dead,we can safely assume V1 is trying to avenge mankind.
2. No idea,but probably. If thats the thing then V1 is probably helping those damned souls to get past limbo
3. Street Cleaner came into hell before the war between humanity and demons started,we can just assume they snapped and is now corrupted. OR since they have completed their task and there is no corpses left to burn,their AI went renegade and they started cleansing everything that doesnt look human to them.
4. Pretty sure its the rapture. I mean,the angels (specifically Gabriel) are involved in this whole thing. We can safely assume its just humanity's turn to go extinct.
