It's a very well put together little stealth based real time tactical game, very much in the mould of the great 'Commando's' series.
I love it when small indie studios pull it off, you can really feel the love that has been invested in every map, model, animation, sound effect etc and the voice acting is much higher than you'd normally expect.

The quality of the UI, graphics, mechanics and the overall gameplay experience really makes it a pleasure to play and worth the asking price.

Fairly enjoyable game overall. Quick loading times, unique gameplay, buildings with interiors. All done very well. But it feels like this is an alpha version and they just decided to stop working on it.

Issues and bugs:
- I want to move a group of partisans next to a house, so I click next to the house. The game then decides that half the group should move INSIDE the house. They are killed as they move around the house to find a doorway.
- I want to move a partisan behind a fence, but the camera is rotated in such a way that the fence blocks the view to that location. So (as with any other game) I pretend for a moment that the fence is hidden and click at the desired location. The partisan does not move at all. I cannot move there without rotating the camera.
- I want to move a piece of equipment from one soldier to another, so (as with any other game) I click/drag the item, then select another soldier with the number key, then release the click. No item is moved and the original soldier is selected again. I've also had a pistol duped and other items disappear while trying to move items.
- When there are multiple dead soldiers I end up picking up corpses when I wanted to loot due to the controls.
- The controls cannot be changed. They can be viewed in the settings but not changed at all.
- Loot is RNG. That enemy rifleman carries neither rifle nor ammo. Or maybe 2 shotgun rounds. Camp management also has RNG.
- While the game communicates chance to hit, there is no enemy health indicator. Will my rifle kill that enemy with one hit? No idea. Guess I will save and reload if necessary.
- I shoot and kill a single enemy in front of an enemy camp, then run away. The rest of the camp instantly enters combat. No matter where I move (while always out of sight of the enemy), the enemy soldiers know exactly where I am and chase me around the entire map.
- Horrible optimization. It uses only 1-2 CPU cores but keeps them at maximum load, so I constantly hit the power target of my entire CPU. My GPU is at around 80-90% load at all times. When tabbing out of the game, the GPU power draw increases to 100% instead of going down. GPU memory usage is oscillating and spends 10 s to slightly increase and then 10 s to slightly decrease in a sawtooth pattern. Highly dubious.

- The Mosin rifle does not seem to be part of random drops, so the highest level version cannot be obtained.
- Shotguns have some delay before firing, so if an enemy rifleman runs around a corner right into your line of sight, he will always have the first shot and most likely kill you.
- The buckshot ability works through walls.
- I used an SMG ability to kill all enemies in a small cone of fire. Halfway through the salvo, one of the enemies turns around and instantly kills my soldier with 100% HP and in cover. The ability also does not hurt enemy dogs which will happily rush towards you and instantly kill you while you are locked into the firing animation.
- The sniper ability (guaranteed kill) cannot be aborted. I was blown up by a grenade because my sniper did not want to stop lining up the shot.
- The Inspiration ability buffs weapon accuracy for a while. After using it, guns cannot reload anymore, so your soldier cannot shoot for the rest of the level once your weapon is empty. The kind of stuff the developer would have discovered if they had actually tested the game.

Partisan 1941 is a real time tactics where you control a group of partisans resisting against invading Nazi force. For what was seemingly a Commando clone, Partisan shuffled up the system to accommodate a more combat-oriented gameplay and light role playing system. The result is a fun, flexible system that encourages more adaptive playstyle than almost strictly stealth focused gameplay of Commando likes.

• Good sized level that can be tackled in multiple ways with different strategies.
  
• Variety of characters with different skill trees to fit into your plans and setups.
  
• Well done resource and inventory management adds layers to the tactical choice during gameplay.

• Inventory UI is clunky.
  
• Game Performance left a lot to be desired considering the level of fidelity it offers.
  
• Base building element is shallow and doesn’t add anything meaningful to the overall experience

The main bulk of your time will be spent on missions. It’s where your partisans will stab, shoot, or blow up nazis. In this segment, you choose 3 Partisans of your choice, and thrown into the level. The freedom given in tackling the levels is quite satisfying. With one or two exceptions, players are given goals such as eliminating certain enemies or rescue missions or gathering intel.

Combat

Combat works similar to real time isometric RPG. if you choose partisan(s) and click on enemies, they will attack with their equipped weapons. Cover and positioning matters as these are the key to casualty-free combat. The real time element actually feels refreshing especially when you see your plan unfold. In turn based games like xcom, time basically stops until either player or AI take actions, resulting in unlimited moments to think about your next move. In Partisans, your survival in combat depends on how you react to the events happening on-screen.

The addition of slow-mo also will help you, but the clock will still tick, so a fast response is still needed. One of my best example was using my SMG unit to drew fire while my shotgun wielder ambushed them. Another squad were closing in to ambush my SMG, so i threw a grenade on them with my 3rd character, got 2 of them while 1 ran and i killed them with a melee attack.

It’s not a perfect system, as sometimes cheese just happens on its own. I’ve killed like a dozen units with a single grenade because the enemies were clumping on the screen and reacted poorly. They usually ran from grenades, but it might be a glitch that the crowd didn’t disperse and the explosion caught all of them at once. Overall when it’s working as intended, the combat is brilliant and fun. When it doesn’t it either can lead to funny, cheesy moments or just reload from your save before you engage.

Stealth

Discretion is another option when going through a level. Detection is based on 2 factors: vision and sound. Each enemy has a vision cone, and each action made by your character such as running, or shooting a gun produces sound. If you are either seen or heard, enemies will send one or more squads to investigate for a time. If you are detected during this time, combat will ensue and you will be on a disadvantage.

Stealth-kill is directly related to melee skill. With high melee skill, you can take out higher-ranked enemies silently and quickly. If your character’s melee skills are low, you can kill regular soldiers easily. If you try to take on an officer, your partisan will make a lot of noise as the victim struggles that will ensue instant detection unless the surrounding area is clear of enemies.

Maximum melee skills are also only owned by certain characters. The decision of who you bring during missions will affect your style as each character has their own forte. Each character has 2 types of skills: unique and generic. Generic skills are shared between other characters like gun skill or carry capacity, but each also has their own unique ability. One character specializes in stealth and has the skill to lure enemies out and take them out silently. One specializes in machine guns for suppression or crowd control, et cetera. All these factors meld together into a flexible, fun gameplay.

Base Building and Morale

To be honest, it’s a part of the gameplay that can be easily omitted and wouldn’t change anything for better or worse. In between missions, you have to manage your partisan’s camp. Each day will consume food for each member of the resistance. There are daily tasks that you’ll assign to each member, each have different functions. Some will raise the soldier’s morale (which determine their effectiveness), some will get you resources or food. There are some “off-screen” missions that basically can give you extra XP or equipment. The problem is the system is really shallow. You will basically never run out of resources as long as you spread the tasks evenly. The only useful part about the base is, you can spend resources and assign characters to craft usable items like health packs or grenades.

Specs: GTX 1080, Ryzen 3700x, 16 GB RAM, 1440p
The game’s performance leaves a lot to be desired. In later, bigger levels the game runs at 40-50 FPS. The game visual isn’t technically demanding so it should have been better. It doesn’t really distract your gameplay experience since the game doesn’t depend much on quick reflexes.

As for bugs, per v1.03 minor bugs still exist such as weird enemy behavior and overall lack of polish. My main complaint is how cumbersome the UI is, especially the inventory screen. Organizing your equipment feels like a chore because you have to click right for a drop-down menu to show weapon stats instead of a floating bubble that automatically appears when you hover over the items.

This game doesn’t have zillions of polygons nor fancy shaders and effects but strong art direction glued the pixels on the screen very well. For example the muted color palette reflects well on the game’s setting of early wintry russia. Aesthetics wise, I have no problem but functionally, some parts of the design can be confusing. With some characters, especially those who wear similar clothes and body type, it’s sometimes hard to distinguish them on the screen unless you click on them.

The sound is acceptable across all boards. Sound effects, voice acting, music does all it’s job enough.

Partisans 1941 shakes the formula of real time tactics games enough that it is quite worthy of your time. Some of the edges are rough, but if you are a fan of commandos and the like and looking for something similar yet different, i cannot recommend this enough.

Good lord this game is amazing.

Total breath of fresh air in the strategy genre as of late, and a perfect successor to the Commandos games I used to (awkwardly) play when I was a kid.

The Eastern Front is the perfect setting, and the partisan forces are a perfect medium for the scope of this game; the game is just smooth, absolutely enjoyable, and the tutorial practically tells you everything.

Resources are scarce (makes you not want to get into /prolonged/ firefights), camp building is progressive; actual camp management is simple and similar to 'This War of Mine' (resources) or 'Darkest Dungeon' (healing/quirks). The game adds the constant wish that you had more people to take care of other tasks (food gathering, scouting/side missions, etc.)

Some missions induce head scratching; I sometimes want to begrudgingly open a guide for the next piece, but the satisfaction of figuring the puzzle out myself is just one of the many positives of this game.

If you are a fan of: strategy (weighted on stealth), team/base management, stressing out about ammo almost all of the time, or just want to make the Germans bleed - this game is definitely for you.

Honestly, the best game I have purchased as of 2020.

Partisans 1941 is a mix of the old Commandos games and the Russian-made real time strategy/tactics series Men of War, with a dash of the XCOM style metalayer in there too. As the title suggests, you control a band of Soviet partisans during the Nazi invasion of the USSR in 1941, and the game consists of a series of missions (semi-scripted and hand-crafted, not procedurally generated and random – worth clarifying I think) with the opportunity to manage your partisan hideout between them, and send your guerrillas off on tasks that will resolve off-screen, such as supply raids or ambushes.

Proper missions consist of a mix of stealth and combat, often switching from one to the other – you can sneak around to set up the perfect ambush, then Go Loud with grenades and gunfire before returning to sneaking around – as long as your brief firefight didn’t result in any alarms being set off or reinforcements called in. This means you want to target things like German radiomen, or maybe set up traps near alarm systems that enemies might run to activate, while also trying to get it all over and done with as quickly as possible and with as little meaningful return fire as you can manage. Your partisans are capable, but they’re always heavily outnumbered and even on the lowest difficulty (which the devs recommend you pick for a first playthrough) they’re vulnerable to gunfire if not in cover.

This all combines to make for a very satisfying gameplay loop – reminiscent of XCOM 2’s ambush phase out of combat, or even the feeling that you get from clearing a room quickly in an action game like Hotline Miami. The stealth itself is robust enough (although it can get a bit fiddly indoors – more on that later) and you have some fun abilities to get you through the few enforced stealth segments in the game. For the most part, missions are generous in letting you raise the alarm and still continue, but a handful of missions are either entirely or partly dependent on a failstate if you alert the enemy. These missions are also the more linear ones – most of the others present you with a location and let you pick how to approach it, but the forced-stealth missions are more reminiscent of the ‘one optimal path from end to end’ design seen in games like Shadow Tactics: Blades of the Shogun. This isn’t necessarily a negative.

The partisans themselves are also fixed characters, unlike most other similar games where they’d be randomly generated to some extent and based around archetypes or classes. Each character can use every weapon and item but they have their own skill tree that boosts their effectiveness with, say, rifles or shotguns or pistols, as well as some unique abilities for each one. Red Army captain Zorin can throw knives, for instance, and ex-sergeant Fetisov can fire long bursts from SMGs that kill everyone in a cone in front of him. As another example, Sanek the 14-year-old who’s definitely lining up some heavy-duty PTSD for later in life can exploit his youth and saunter around in the open without attracting attention because the Germans just think he’s a kid. This variety is cool and gives each partisan their own particular niche, but since they can make use of every normal weapon and item anyway the game gives you a lot of flexibility in how you approach situations.

The characters themselves don’t have particularly deep characterisation or development as the story progresses, but it gives a nice sweep of the different kinds of people who would potentially get involved in a partisan unit – soldiers, aggrieved locals, ex-criminals, and so on. It’s also nice to see the representation of women in the unit, since female partisans were not at all uncommon historically. The story is also fairly straightforward and doesn’t really have a particular arc, but it does a good job of presenting different scenarios for each mission – rescuing a hunter in the woods, ambushing a supply convoy, saving townsfolk from SS deathsquads, staging a prison break, etc.

The plot is also pleasingly willing to confront the brutality of the Nazi invasion of the USSR – reprisals by the Germans against civilians are a constant theme, and the threat of torture and murder and casual cruelty from collaborators is always looming. The atmosphere is compelling and convincingly realistic, even though your unit of defined partisans has an unbelievably good success rate – I suppose if the developers wanted to convey the high rate of deaths among WW2 partisans then they’d have had to come up with another couple hundred characters to rotate in and out of your unit, which is a bit of a tall order, I guess. Even so, the portrayal of the Eastern Front is head and shoulders above that of the whitewashing of games like Company of Heroes 2. I also appreciated being able to switch the spoken audio to Russian while keeping the subtitles in English – I don’t speak Russian but I do enjoy that kind of linguistic immersion, and I liked that the Nazis still spoke in German throughout too.

The user interface is generally good but could use some tightening up. The way cover positions are calculated and displayed is a bit fiddly, especially indoors (it’s impossible to take cover around open doorways, for instance), and doors themselves are a pain in the backside to deal with at the moment as they’re prone to swinging open and shut repeatedly when you activate them, although I understand the developers are looking to fix that. While the inventory management is mostly fine you’ll definitely get bogged down in swapping the appropriate ammunition between people who need it (and it took me quite some time to be able to distinguish the different types of rifle and pistol ammo based on the icon rather than having to meticulously hover the cursor over them each time). It made me miss the feature in Men of War where looting bodies or containers with a group selected would ‘smartly’ assign ammo to everyone who had the relevant weapons in their inventory. It can also be annoying that view cones – showing where exactly enemies are looking at any time – are the same overlay colour on the ground as markers for using abilities, which can make it tricky to set up ability usage while also keeping an eye on who can see what.

The last thing I have to say about Partisans is that when it ended, I really wanted more. The story, as mentioned, doesn’t really have much of a climax, and while I guessed that the final mission was in fact the finale based on its title, it doesn’t feel like an appropriately large event to close a narrative campaign. I held out some hope that it would in fact just be an End Of Act 1 situation, especially as the last shot in the game before credits is of your partisan camp now snow-covered and wintry – I was really hoping for a winter segment to the campaign, particularly with the mentions in-game of ‘fishing before the lake freezes’ and so on. This is both a compliment and a criticism, I guess – it felt like the game was a bit too short, but also I was having so much fun with it that I wanted to keep going. I hope the developers are able to make more of this game, either in the form of DLC or an expansion or sequel.

All in all I highly recommend this game to anyone who’s interested in the setting or genre. It’s got a few rough edges but a great core game shines through and I’m impressed with what the developers have accomplished here. Za rodinu, and all that.

I'm somewhat hesitating about YES or NO here. If there was a 10-score system, I think I'd give this game a 6.

As a big fan of Action Puzzle games, as I call them (Commandos, Desperados, etc.), I was quite excited about Partisans 1941. It seemed like the devs wanted to try a different approach to the genre, but after 100% the game I'm not sure that any of the core changes worked out well.

TL;DR. The game is really unpolished with dozens of small issues of all kinds popping up here and there. Also, the game provides no real challenge (I’d say no challenge at all) or incentive to combine the skill of partisans to achieve the mission goals. Instead of several distinguishable characters with distinguishable abilities, we have 8 semi-Jacks of all Trades, only three of which can be taken on a single mission at once. I can still recommend the game, but only if you haven’t played other similar games (especially the modern ones like Shadow Tactics or Desperados III). Otherwise you will most likely find the Partisans 1941 experience subpar.

The game is thematically very close to Commandos series — same theme (war vs Nazis), similar objectives (kill leaders, destroy a huge artillery gun, etc.), no complex storyline (just go kill this or destroy this), etc. The game tried to move away from a time-proven formula by introducing new mechanics, but I personally think that none of them worked out great.

- Looter shooter system. There are guns of different types and different qualities. Ammo, throwables, mines, medkits — everything is an inventory item now and must be looted instead of being usable skills. Therefore, each character has a limited amount of space. To my mind it added nothing of value to the genre other than a need to sort the inventory mess after sorting another mess while trying to pick items using an awkward and sometimes glitching UI. You can’t actually go permanent gunz blazing, so all that system seems to be applicable only under specific circumstances that are somewhat rare.

- Intermission camp. Instead of playing one mission after another, we now have a camp where all partisans sit around the bonfire and attempt Global Map tasks. There are Food and Materials resources which can be gathered during missions by looting dead enemies or various objects and then spending time sorting the inventory mess. Food is spent to feed your party. Materials can be used to construct various buildings that provide access to makeshift consumables, weapon upgrades, healing as well as additional sources of Food income. Again, I’m not sure what value this adds to the game – I’ve completed the campaign on Normal difficulty and I never ever had a situation when I needed any of the buildings except for the Food ones. And I only needed those, because out of eight people you can only take three on the main missions while others are just sitting there eating the food reserves and participating in secondary tasks that grant experience points.

- Skill Trees. Instead of a predetermined set of usable skills each character has a predetermined Skill Tree which can not be reset! As you gain experience (there is a certain incentive to kill every enemy on every map) you can move down the Skill Tree to unlock 1-2 usable skills and some passive ones (running speed, body carrying speed, melee / grenades / weapons proficiency, more inventory space, etc). And again, I don’t see any benefits here — passive skills are often duplicated between characters and even usable skills are somewhat similar (AOE damage in a circle or AOE damage in a cone, pacify with a slingshot or pacify with chloroform, etc). So instead of a shorter roster of distinctive specialists with distinctive skills and personalities, we have almost a dozen similar 3D models with different voices.

As far as other aspects of the game are concerned, they remained pretty much the same. But, man, this game is EXTREMELY unpolished. Small issues of all kinds are literally everywhere! Review limitations won't allow to mention everything that I encountered, but here are some:

Sometimes the partisans won’t complete an action, especially if you order them to place a mine — they simply stand still with the mine outline being visible.

The cones of enemy sight are really unprecise at times and they might detect you outside the visual color zone. On top of that, some of the in-game objects seem to be blocking the cones, but the enemies can still see and even walk through them (especially noticeable with truck cabins). By the way, a very useful mechanic of placing a mark on the ground to detect enemies that can see the mark is not available in the game at all.

There were multiple UI issues throughout the game: more than dozen of times I wasn’t able to loot dead enemies until I rotated the camera under a very specific angle. Inventory sometimes vanished and I needed to close the inventory window and open it again. Some of the Global Map secondary tasks always showed twice in the completion window although clearly only one was completed. There is a tooltip missing for the amount of Materials you will get from a Global Map task.

Several mission-related examples: there is a brief cutscene introducing the prison guy, where he uses a Tanuki whistle to lure an enemy into the bushes and then perform a knife kill in the face with the special skill. Well, guess what? You can’t do this sequence in the actual game! Because every such attempt will result in an immediate red exclamation mark and alarm — you can only use a knife in the face skill from behind which is pretty much useless in most cases. At the same mission Zorin explains that blowing up AA Guns is a loud undertaking, so we need to destroy the Comm Center first. This is clearly not the case, because I’ve blown up the guns before going to the Comm Center and nothing happened — nobody sounded an alarm or anything.

Or take the AOE skills of any of the four partisans who have them (the sports guy, the tough lady, the grandpa and the one-eyed commissar) — their efficiency is very questionable, because partisans can be easily wounded or killed while using these skills! It does add to the realism of the situation, but this realism takes away any practical uses (in other similar games all AOE targets die at once).

Inventory auto-sort function is awkward to say the least. It can’t automatically sort items of different shapes (you have 4 empty spaces in a straight line, but found an item with 4 spaces as a square? Sorry, please sort the inventory manually). It also can’t sort identical items close to each other, which is a real pain in arse at the Intermission camp warehouse.

Another thing that I didn’t like personally — the game provides no challenge. As I’ve mentioned a bit earlier, 80% of my playtime was controlling Zorin, the very first playable character available in the game, to eliminate everything and everyone with a knife. There is no incentive to use your characters skills in combination in order to overcome a difficult situation, because there are no difficult situations to begin with (I was playing on Partisan difficulty). Back to Battle DLC introduced those one-time missions and with all modifiers turned on, the maps became quite challenging, but unnecessary annoying because of how enemy reinforcements work.

Why do I still recommend the game in the end? Two main reasons:

1. There are only a handful of games of this Action Puzzle (ok, ok, Real Time Stealth Tactics) genre available (both from 2000s and the modern ones).

2. At the very core, Partisans 1941 is an OK game. It’s highly unpolished and has some questionable mechanics, but the game can be safely played and finished. So if you haven’t tried any of the similar games yet, Alter Games creation could be a decent acquaintance. But if you played and enjoyed titles from Mimimi Games, chances are that you will find Partisans 1941 too different and of subpar quality.

Already put in some good hours into the game so far and all in hard mode (no saves). Couple of things to say here:

Good things:

1) Decent story. Keeps me engaged and it's big chilling to see the campfire interactions after every mission.
2) Fun combat, and devs did a good job in making gunfights a completely viable approach many situations. Assuming you don't attempt to shoot literally every enemy you see, you'll get enough ammo and explosives to play with.

3) Cool skill system. Makes very noticeable impact in how you decide to play the game.

Bad things (and some are really really bad):

1) Overall character control is atrocious. In a world where Commandos, Desperados, and Shadow Tactics exist, there is absolutely no excuse for how bad and clunky character control is in this game. Things that I was taking for granted in the original Commandos, RELEASED IN 1998, are somehow broken in this game. Specifically:

a) If you issue a kill command with your knife (to include zorin's knife throw) and the enemy soldier moves, your character will just walk there, sit still, and get shot. In most cases any movement from the enemy will flat out cancel your command. Your characters don't like to follow the enemy for the kill for whatever reason. It's rage inducing at times as a player and it points toward laziness from the dev side. Like, come on guys, people were getting this right 15 years ago.

b) Game does not like it when you have multiple commands going out to different characters at the same time. Works in most cases, but happens enough to be noticeable.

c) Object placement's range is a random dice roll. All those games above will give you a range indicator of how far you can place that bottle of wine away from your character, for example. This game? none of that. And worse yet, it isn't consistent. You can place a bait bottle like 2 bodies out from the bush you're in one time and can't place it outside the bush the next.

d) Your left click does waaaaaaaaay too much. You accidentally click on a body? You moving that sucker. It gets insanely obnoxious when you're playing around tight spaces or small brushes when you're trying to both hide the bodies and your own character. other games would have you held down Ctrl or something to pick them up or to inspect inventory. Simple solution, but it makes the game smooth. Not only that, some genius had the idea of packing at least 2 huge selectable buttons when you mouse over the bodies. Like, which genius UI designer was it who thought that was a good idea?

2) Moving on from the controls, the stealth/hidden system isn't very clearly defined. It's not buggy (too much), but what you do to stay not detected or not (sometimes a specific criteria for finishing a mission) is not very clear cut. If, say, you use an infantry mine to blow up a patrolling squad with a dog, as long as no one saw the soldiers dying, enemy who can hear the explosion ran there to inspect, try to find you, and then walk away. IT DOESN'T break your stealth. But, if you gun down a lone guy in a random ass corner of the map and no one else is around? You're detected. If you kill someone with a knife, ran away to the other side of map, and then the body gets spotted? You're detected. On top of that, as others have pointed out before me, they're really good at running toward you, no matter where you are. If you run sufficiently far away they'll stop after a bit so it's not that bad though.

3) Game is bug infested. Characters got stuck in the middle of trees, pathing gets messed up, etc. You name it, they got it. I got a current bug right now where Zorin wouldn't fire his rifle after a mission. Went online to look for it, and lo and behold the error was mentioned A YEAR AND A HALF AGO. None of the fixes that worked then work now either. Devs somehow managed to patch the fixes out but not the bug. Brilliant.

I love pain, so I'm still playing it, but I cannot actually recommend this game for anyone else, whether they're a fan of the genre or if they're just starting out. The competing games are just so much better.

I like it so far. And enjoy more than Shadow Tactics.

Good map design. Build a base, do different missions, recruit new partisans.

I know Russian. This makes it more enjoyable for me while I am playing. Maybe if I didn't speak Russian, it wouldn't be that much fun. I don't know. Even if you won't play this game in Russian, make the subtitles english but audio in Russian.

Germans speak German and not British English. This may sound funny, but yeah. As you know most movies and games you watch, Germans speak with British accent lol. This makes it feel more authentic.

It doesn't make you feel stressed or doesn't feel like a grindy responsibility while you play. Just a nice game to play when you're bored.
