Shooting from cover?

Am I doing something wrong? I set up an ambush and make my team take aim all at the same time to initiate a firefight/ambush. However after the successful first shot my team either:
A: Stops shooting entirely
or
B: Moves out of cover when ordered to shoot another or the same enemy

Ambush shot is NOT activated, I have plenty of ammo, all members should be able to shoot as necessary.
My team is EASILY swarmed by the enemy because they REFUSE to stay in cover and shoot at targets I'm trying to prioritize.

I have really been enjoying this game a lot BUT it's quite frustrating trying to play something other than 100% stealth knife team where every mission takes over 1 hour to stay undetected.

Any tips? Am I messing something up?

TL:DR team no shoot and/or leave cover to shoot. Ambush shot (T) NOT active. plz send help.

I never had that problem and I have played entire campaign 5x. The only thing I can think about is weapon range. Mybe that's your problem.... All weapons have limited range, and if you order your team to engage the enemy, they will move closer if the enemy is out of range... Try it. When they stop shooting, it's because the overall shooting takes time between shots. Depends on the weapon, look at the weapon stats. It's a big difference also if the weapon is burnt out, regular or elite. Next thing is reloading...
