Inaccessible items?

I've noticed with some levels such as the ruined city where you find Valya or Commandant that there are crates you can't access.

Am I missing something or is it just impossible to reach these?

There's probably a high fence nearby that you need someone with the high fence perk, its worth always bringing someone with it imo. there's usually lots of ammo and other resources on the other side.

Morozov and Sanek are the two that have the ability so far (I haven't recruited everyone yet)
