Did you get an achievement for holding for so long? I bet there is an achievement for playing this mode, but what's needed to be done to get it?
If you need a good programmer for this I can do it.
Some of the tactics I use are (but I only managed to survive 18 waves):
0 - Abuse of the tactical pause whenever possible
1 - Employ rifles and stationary MGs: Rifle ammo (especially 7.92/german, more available) has good range, damage and does not vanish like SMG ammo (pick marksmen partisans too). Make sure to use the stationary MGs whenever enemies spawn close to them, espeially in early rounds with Polizei and Wehrmacht, it also helps saving ammo.
2 - Do not buy weapons for all partisans: some weapons can be picked from dead enemies, thus saving warehouse points to spend in other stuff (mines, molotovs, etc). My personal advice is to buy 2 firearms only, especially the ones for german ammo.
3 - Buy molotovs and mines instead of grenades: Grenades, although powerful, are kind of expensive (3 grenades cost as much as 4 molotovs or 4 landmines) and tend to disperse enemies instead of killing. You'd better scavenge them in the map, there is a fair ammount, and keep them for the latter rounds or desperate measures. Mines can help a lot when planted on spawn points (especially for dog squads) and path of enemies (the problem is finding the right place) and molotovs can terminate up to 2 enemies (works better for enemies behind cover).
4 - At the 2 first waves, try employing max. 2 partisans for combat and one for scavenging the whole map. This may help saving some time for inventory management.

I played with Zorin, Trofin, Belozerova and Fetisov. I only bought weapons for Trofin(shotgun) and Belozerova(pistol, it doesn't matter which), of course a little ammunition. The rest I bought mines. 6 mines to Belozerova and rest of them to Zorin. I sent on Fetisov to the machine gun, Trofin and Zorin in the center hidden in the grass. Belozerova I sent her into grass in the north.
And this is where the madness begins. I planted mines with Zorin to Fetisov's left, there come soldiers with dogs after the 10th wave. To Fetisov's right it is a building, if you look closely there are 2 possible ways where enemies can come. Also, I planted mines. I left Trofin in the center hidden in grass, somewhere further west. Every time when one mine exploded, I planted another one with Zorin. After wave 10 I started planting mines with Belozerova between the northern buildings. Wave 20 is extremely heavy, because enemies are coming from all sides and even if you still have resources time becomes less and less and you don't have much time to plant mines.
Of course without skills it is impossible.
My advice is to try several times to learn where the enemies are coming from, to familiarize with the map, of course enemies spam randomly in every game, but the paths are always the same.
After 12 hours of trying, finally I did it.

Today, I use Fetisov , Belozerova , Trofim , Nikitin
I know, it's frustrating. I died two times in a row at the beginning of wave 20, but for achievement you have to hold out until the beginning of wave 21.

I finally managed to reach wave 21 too...
Same squad and strategies as I first suggested (Zorin, Fetisov, Sanek and Valya) and under 4 hours of stress and desperation only for this try (I played at least 5 times before)...
All efforts were almost fruitless as I lost permanently Valya for Wehrmacht fire and grenades between waves 10-13 and I thought it was it with only 3 partisans. Fortunately I managed to survive 'till wave 21 with 3 partisans, grenades, molotovs and landmines.
To avoid being 'naded by germans, try using molotovs against groups of 2+ soldiers as soon as they get into cover and when firearms do not make effect on them. If they throw grenades and you run, you are bound to be shot down by them and terminated with the bomb, removing the partisan from the squad until the end of the mission.
Congratulations! It is an amazing satisfaction when you reach wave 21.
