Were his intentions noble? Maybe. Was he evil? Debatable. While he stole landmarks and important landmasses, the most ruthless destruction we see from him is in the mining village and Jin's squad wiping. He seemed more focused on working on his research than dealing with the people he abducted, but is ruthless to those who would resist him.
Is Ekrast a scumbag? Depends on how you see his dealings with Jasce's people. He did betray Searth only to ask them for support and even then he planned to never fulfill his end of the deal with them.
There's a lot less I can come up with the admiral. His goals were patriotic if not self serving. I thought the game made it clear why he wanted the commodore dead: to blame it on someone else. The player character was the best balance of someone being too important to ignore and easily disposable for his plan due to their inexperience. There's no actual grudge or ill intent, he just needed the massacre.
Justified or not, his only evil is to the player until we get to the endgame. In this one we're shown how far he's willing to go for his goals/country. Needless to say the way he treated the ruluorns were unethical if not outright inhumane. While it is technically because of Ekrast, there's no telling he'd be different if the voidspire incident didn't haoppen.
Keep in mind that I know nothing concrete. As for the original question. Ekrast sure did more evil, but I still think the admiral is a worse person than him.
To be honest with you i find the Horizon's gate plot to be more underwhelming i want more.
I really want to know why the HIgh Admiral wanted to kill the Commodore.
Is he/she a royal bastard or a Secret Royal Heir to Dominio which consider him/her a threat?
Is the Commodore a victim of a royal bloody purge?
The Commodore did not even know he's or she's a royal bastard or a heir with a true royal lineage to Dominio.
No Wonder Galf (The Third Now) wanted to kill the Commodore in the grove.
Are they related since they both have orange hair?
It was already hinted at the start of character creation.
What do you think would happen if the High Admiral won and defeated the Commodore?
Are we going to have a Voidspire incident far more worse than Ekrast?
Is he a disciple of Ekrast?
Atleast Ekrast is not cruel to Animals he treated his pet ruluorn well even though he's a lunatic.
But the High Admiral is more of a cruel monster crazed fanatic and might be very cruel to animals besides the rulourn to the point he created:

a new breed of rulourn the daemon rulourn (so he's basically created a genetically modified super war rulourn for warfare that is an obedient slave to its master for his coup) and second stronger only to a rulourn queen mind you which makes the commodore a gigachad for defeating it aside from the sea dragon drake if you completed the post endgame dungeon. That rulourn can talk, cast Gatemaster magic like Ekrast with no sweat and reanimate and toy the corpse of the high admiral with pure spite and hatred and operate two ancient warmechs just how evil this guy is? more evil than ekrast? Im glad the commodore end its only lineage (or is it?) can you imagine the great devastating damage in graven if it gets loose and have an offspring? Even the High Mancer in Graven Holy City would take action.
