so which boarding gear is the best?
which cannon is the best?
and which 3rd item for ship is the best?
Most people will use Culverin and Grapeshots along their Boarding Gear of choice. Easy enough to find and buy before you get to investing and get the better stuff. Sometimes you still have enough room for extra cache or Force Thruster.
As for what's the best equipment, you're not going to get enough basilisk for your entire fleet. You'll have to choose between Cannons, Vol Cannons and Storm Cannon if you manage to get your hands on them. You'll probably want Boarding Hooks instead of Boarding Corvus. Nothing replaces the Grapeshots, so this one's easy enough.

i checked the guide and i saw where i get cannon vol and storm cannon but i dont know their stats or which one of those 3 is the best?

Grapeshot does minimal damage to an enemy ship but more damage to the enemy crew members. It's good to put on some support ships, and then have a landing party ship board following.
Best equipment for boarding is Boarding Hooks or Boarding Corvus depending on your boarding party. However, although Boarding Corvus makes you board with an additional one member, it only give you 55TTA which is only around 2 turn. Therefore you will want to win fight or throw them off the ships really fast.
Best overall cannon is Cannon. Vol Cannon have great coverage and decent range, its like the jack of all trades but lack firepower, it does outclass most cannon though because of their great coverage. Grapeshot is best when you want to steal ships because you dont want to sink the ship but reduce as much hp of the enemy ship crews. Harpoon is for boarding or ramming ships. Cyclone blaster and Freeze Cannon require high maneuverability due to front facing targeting which makes it hard to aim if not.
You need at least a front facing and side facing cannon for most ships + a boarding gear. My main Glacier battleship I equipped it with Nullrose, Force Thruster, Vol Cannon, Basilisk, Boarding Hook. Meanwhile, there are 2 fire support long range Towerships. 2 boarding support Ironclad ships with Grapeshot, Mithril Ram, Cannon. A Stormcutter with Stormcannon for destroying unwanted ships. 2 Floating Forest with Force Thruster, Cannon, Vol Cannon. And finally Blackwing Galleas to flank and intercept.
