Establish new port ≠ ally with port?
I'm on a mission to ally with a port. I established a new port at a neutral supply port but that didn't end the mission. I guess establishing a new port doesn't count? If so, let me say: Boooooo! Of course they're an ally! They're flying my home nation's flag and everything!

I mean, if I asked someone to expand my empire, I'd not expect them telling me they're building a new village and call it a day. I'd want them to get more land in the way that has more instant gain and that would hurt my enemies in the process.

The supply ports don't count. Actual neutral ports will count.

I hope you've made a save before you accepted that faction quest. I had one bug out and never count all the ports I converted. So when I loaded back and did it again, it counted.

Also, just don't capture ports until your faction tells you to. It doesn't retroactively credit you.

Actually, I think I got it wrong. I went back to the capital just to check in and there was an option for *Alliances Made!* so I guess it counted after all? I didn't make any other alliances.

You need to go to a non capital port that's not neutral and invest enough money in the town to flip factions. Its rough early game, especially when you can't choose or earn the kind of fame you want and cash isn't easy to earn if you're new.
