To get more ships you must invest into ports, certain ports sell certain ships after being invested in. There's a guide showing what ports sell after being invested to 100%
Point-blank attacks by the stormcutters should be doing like 15 damage. Don't let them hit you point blank.
Protip: having more crew increases cannon damage. If you want to sink the ships instead of capturing them, you can have up to 9 crew in a ship to gain extra damage. If you want to capture them you only need 5 crew per ship in most cases.
I lost a Xebek in the process, but 100% worth it.
