put controller first and run game.
This was driving me absolutely insane, I tried Uninstaller the game, various drivers, I even tried it on a fresh windows install and I couldn't get it to work... the thing that finally did the trick was downloading the app "Xbox Accessories" from the Microsoft store and updating the firmware of my controller. No remapping needed.
Which... extra crazy, wouldn't have even worked for me as I was getting outputs like dpad down when pressing Y when I tried to use the in game remapping feature (for the *menu behavior section*) oh my God I hope whoever needs this finds this post and saves the week of crazy making of killing processes, uninstalling launchers and apps that you suspect are the culprit and *doing a fresh windows install* to play this game.
