What is error code 25 and how to fix it?

When I run the game, it seems to open, but it gives Code 25 error. Is there a solution for this error?

Sounds like the easy anti-cheat error. If so usually it is conflicting with another application that is running like your web-browser or anti-virus or something totally random. Just shut down all your programs and try to run it.

Don't start over steam, go to your steamfolder and start the exe. as admin and it should work. i had the same issue
