Only one loadout available when starting a match

I've unlocked 4 loadout slots now, but whenever I start a match (dogfight or fleet) there's only my top one to select from.

Anytime I die and respawn (or even if I just turn straight around and head back into the capital ship in fleet) then all my slots are available.

Surely they should be all available at the start of the match - otherwise what's the point of having specialised loadouts when I have to manually change them at the start of each match anyhow?

Is this intentional or a bug?

And if that doesnt work just go to the hangar from the briefing room and customize from there.
