I dont even see the binding for this.
Edit: Update 10/10/20,
I was able to bypass the issue by playing that section of the chapter with a controller, however I was able to go back and confirm it is the comms wheel that needs a binding, and in my case it needed its own binding (the second option for comms wheel), not the combination option. However I have since run into similar keybind issues with other commands that seem to have worked to advance progress by allowing the tutorial popup to mark it complete using the keypress for the combination version, even when it wouldnt actually activate the (hold) command mentioned in the tutorial.
You need a button bound to the comms wheel specifically, I got stuck there replaying the mission because I changed to the combo ping/comms wheel and it doesn't like that either.
I believe it's the comms wheel and target wheel need to have their own dedicated bindings on HOTAS for the resupply command, and to direct your allies at your target, the Ping command- I think that was the other one is listed as.
