There's nothing that you "need" in order to do most things in the game. The DLC is themed. The content in "Cats and Dogs", for example, is simple ..... it gives you a new world and you can have .... cats and dogs. And the accessorizing content. I've bought DLC just for the additional world that comes with it, and couldn't care less about the themed content.
well... if you don't buy all the DLC you can expect a truly bare minimum sims experience. it is a basic EA manipulative designed game where it is either well... do the truly basic mundane stuff and get bored really fast or spend over a 1000$ on DLC packs to get the actual base game ^_^

They also constantly open "recommended DLCS" when youre in the main menu.
Havent played in months but I immidiatly noticed these as very VERY annoying
the base game is actually pretty solid. Unless your going to spend 100's or 1k's of hours playing you don't need a single DLC. If you play 10-20-30 hours and are liking it you might want to pick up something, one of the expansion packs that has something you think you would enjoy, or perhaps more decorations or the mini packs that add smaller mini game type stuff. like adding werewolves, or magic if your into that sort of thing or a vacation pack.
those add another 15-20 hours of new content easy.
While i don't use them there are a boat load of mods that you can use. You would need to talk to someone else about them and how they are compatible and with what as many need certain packs, but others can be used with the base game.
When you load up the game you will see lots of stuff you can buy, but when your playing it's rather minor. Also, Steam, epic and EA all give out free stuff from time to time, so if those accounts are linked you can use all items on any of the launchers.
One last thing for buying watch for sales on bundles, you can get a bunch of stuff for far more than the typical 50% off sale.
