GTA IV Complete Edition the ballad of gay tony isn't included ?!

I baught the Complete Edition and GTA 4 works perfectly but if I wanna play the ballad of gay tony I have to buy it again on Windows Live Marketplace. Steam sad all Version's are in the Complete Edition.. so my question:
How can I play the ballad of gay tony without buy it again ?

Have you downloaded episodes from liberty city? It's a separate entry in your games library.

right click on the game, click view downloadable content, and click BOGT, it should say you own it, and just dl it. (Thats my best guess. idk if it'll work)

try starting a new game using the dlc as a new save and that should work
