Help textures are not loading
So I have no building or street textures (like almost nothing shows up, but there are a few thing like bottles, some cars, and padestrions show up) and have not found anything that works. I got it to where I can change my graphics but now that wont work to a point I can get into them but they wont change unless I revert them back to normal. Here are my system specs: System Type x64-based PC

Intel HD Graphics Family and it has 1696 MB of graphics memory

It is possible that your graphics card is too underpowered to render GTA IV. I would advise investing in a desktop computer that meets the game's system requirements (you can find those in the game's Steam Store page). Nonetheless, try updating your graphics card's drivers, and see if that makes any difference.

Well I would but I dont have enough money and what wired is I can play games like Deus Ex Human Revolution (which is new than GTA 4). I can even play Skyrim on my computer. So I dont know what to do.

Yeah I have an Intel HD 3000 and the card isn't powerful enough to load the textures, you need to find a good enough commandline.txt in order to get the settings low enough.

GTA is poorly ported so that's why it is so hard to run.

To fix your problem go into your GTAIV folder and create a new text file called commandline.txt and inside that file paste this code

-nomemrestrict -novblank -renderquality 0 -shadowdensity 0 -texturequality 0 -viewdistance 1 -detailquality 1 -percentvidmem 2050 -noprecache -dx9 -width 600 -height 400 -safemode -availablevidmem 2.6 -noprecache -nomemresctrict -minspecaudio -refreshrate 60 -framelimit 1 -memrestriction

Not sure if it will work for you but that is the one I use.

Acctually, I think you should try what Anonymous316 said, but instead, just post the code of: -availablevidmem 8 I think that's all it takes, and try to change your shading settings to medium.

NO, DO NOT BUY A NEW DESKTOP.
Go on newegg.com
Look up "AMD Radeon HD 6670 2 GB DDR3" (only $60)
Buy it.

Installation should be fairly easy, if you don't know how to, though, look up on Youtube, "How to install a graphics card."
