I can confirm that, by deleting that file, it solved my problem.

Basicallly, what ahd happened to me was that the Gamepad was in player 2 mode instead of player 1 mode, as indicated by the lights around the Xbox logo on my gamepad. When two people are playing GTA IV locally, the person with controller 2 has less control, and one of the things they lack is apparently full use of the phone menu.
Restarting or otherwise disabusing the gamepad of its identity crisis fixes the issue.
Should be somewhere inside your Gta IV files find it delete it
I was first having issues with the police cruiser laptop not showing up when I click LB on my DS4 emulator, then I noticed the issue with the phone number pad. I kinda figured the two problems might be connected, so I gave it a try and whaaza it worked!
1) Steam Menu > Settings > Controller > General Controller Settings: Uncheck all options (close settings)
2) Right click "Grand Theft Auto IV: The Complete Edition" > Properties > Controller: Select drop-down "Disable Steam Input" (close settings)
Big Picture has similar settings:
1) Gear Icon, Controller, Controller Settings: Uncheck all options
2) Library > Installed > "Grand Theft Auto IV: The Complete Edition" > Manage Game > Controller Options > Steam Input Per-Game Setting: Select drop-down "Forced Off"
