Final Mission Bug Definitive Solution
References: GTA IV Steam version;
Last mission "Deal Ending - A Revenger's Tragedy";
Known problem <I can not reach the helicopter>

I read everything I could out of this damn bug, all the proposed solutions do not lead to any solution in my case.
In practice, I slammed against a dead end.
So what to do in these cases?
Go back and change your point of view on this issue.
I then thought that if I had a faster boat, I would come more easily to the marker and .... Boom!
So why not change the speed of the boat that we use in the mission, the SQUALO?
Exactly! And how to do it?
Always the configuration files of GTA can be modified, even at your own risk ...
Now looking on google "change the speed of the vehicles in GTA IV" You will understand that you need to edit the file "handling.dat" in the Data folder; or download files to install a simple trainer that will allow you to increase the speed by pressing a key on the keyboard.
I've used both systems and nothing else and I have completed the mission without any problem!
So this GTA came to an end even for me ....

On the Xbox 360 controller, if you push forward on the thumbstick, it will hold the nose of the speedboat down, and that will allow it to pick up speed. Similar to leaning forward on motorcycles to pick up speed. (I'm sure there is a similar control on the keyboard, but I don't know offhand what it is.)

FWIW, that mission is very finely tuned so that you almost inevitably fail unless you keep the nose of the speedboat down.

There are two different branches for the final mission, depending on which choice you make. He's referring to the one which requires a speedboat to reach the helicopter. You're referring to the one that requires the dirt bike to reach the helicopter.

On a PC keyboard You can use SHIFT-L / CTRL-L and I tried this tip; but really there's no speed increase on speedboat!

Speed is important, but you also need to take the optimum route. Steer between the two rocks before the bridge, and aim to the left of the yellow chevron marker below Jacob's helicopter, since he will be drifting to the left. Obviously, avoid the rockets, too.
