GTA IV DirectX Fatal Error

This happens every time I start it up and I have sent an Email to Steam about a week ago but no reply!

Go to game directory. Something like C:\Program Files (x86)\Steam\steamapps\common\Grand Theft Auto IV\Installers
Open DirectX_Mar2009 and install. Its the directx for GTAIV.

Please downlaod and run the directx web setup, this will download all of the necessary files that you are missing from directx:

Also please ensure that your video driver is up to date, if you require assistance i'd be happy to step you through it.
