Can't hail a cab whatsoever!

I've just finished the "Uncle Vlad" mission and i've been trying to hail a cab since the hint came up. I've tried pressing the LB button on my xbox controller and I've also tried to press "E" (later reassigned to "M") near the cab and nothing works (he doesn't whistle for it, whether there is a passenger in it already or not). Even when I called Roman for his taxi service, when i try to enter the cab (pressing and holding the E/M button) I hijack the cab rather than entering it as a passenger.
Why can't I hail a cab and use it as a passenger? How can I resolve this problem?

NB: I had installed the LCPDFR Mod but then uninstalled it to see if it made any difference and it didn't. I don't have any other mods currently.

same problem but no one else is mentioning it. I am assuming it's because I rebound the key but I won't know until I test it again.

sure enough rebinding the key did not help, in fact I even tried a controller to see if that button would work and it did not. I am playing on windows 7.

also, can't even be a passenger in a taxi. holding the enter vehicle key always jacks the driver. I did not have these problems in gta5.

so wouldn't you believe, the secret to fixing this was getting to the mission where you get a tutorial on how to hail a taxi, and suddenly all the keybinds worked like they were supposed to. completely stupid design.
