Refer to the BONUS manual in your GTA IV installation folders for specific details about Independence FM, audio file requirements, and the specific procedures to follow for getting the audio files to play in the game.
If you can't play mp3 files, try the sugestion here http://steamcommunity.com/app/12210/discussions/0/828938532711867725

I had this problem too. for some reason GTAIV doesn't process the files correctly if you put them in the User music folder. no matter if its the folder in my documents or appdata.

what I did to get it to play:
1. removed the mp3 files from the UserMusic folder and placed them in the folder I usually keep my music.
2. right click the music file, go to 'send to' then 'destop (create shortcut)'
3. copied the shortcut I just created from my desktop to the usermusic folder in my documends.

GTA Settings:
Independs FM Mode = Sequential
Auto Scan = on

Windows 7 ultimate 64-bit

Put a Shorcut of the .mp3 files, not a copy.

I have the 2024 fix you've all been waiting for. All you have to do is go into each song by right clicking it and hit properties next you want to click details and give it a title. It cannot be blank under the title section otherwise the game will not recognize it. If it won't allow you to add a title just do what I did and convert your files to mp3. Even if they are already mp3 convert them again and see if it will allow you to input a title. I hope this helps anyone out there looking for a fix.

I found a fix using the downgraded version of the game for those that would like to try it. If you go into the steam GTAIV directory, the User Music folder will be located in the settings folder of the directory. Putting the music in that folder should allow it to scan
