You're welcome. You'll still see the red text and the dire warning message on the Graphics setting screen, but the workaround will allow will remove the resource constraint and allow you to change your graphics settings.
Yeah thats it I'm a horrible PC user and my GTX 680 4gig Video card is a pile of crap along with the rest of my 1800$ PC or maybe rock star should learn how to make a game for PC jack ***.

Name the txt: commandline
Inside the txt put: -availablevidmem 2.0
That forced GTA IV to think your graphics card is only 2GB (which again, is the cap) and voila, everything is unlocked and fine.
