Set the GTA IV executable file to run in compatibility mode, and select "Windows Vista (Service Pack 1)" as the operating system in compatibility mode. Google for further details.

Check that you have all windows updates installed

And install drivers for motherboard and 3d device etc.

And Go to Microsoft site and download service pack one :)

Go to your steam/steamapps/common/Grand Theft Auto IV/gtaiv folder and find the "LaunchGTAIV" file and right click > properties > compatability > check the box and make sure it's set on Windows Vista service pack 1. That should fix the problem.

I MADE A SOCIAL CLUB ACCOUNT AND I TYPED IN MY SERIAL CODE AND I CLICK ON PLAY AND I CANT PLAY IT IS IT BECAUSE I DID SOMETHING WRONG OR IS IT MY PC? could someone please tell me?!?!?!

What do you meant its the best solution? I had the game since January 2009 and went through Windows Vista, Windows 7 then Windows 8. Never had I once used compatibility to Vista service pack 1. Using a newer Windows and forcing it to work as an aged old system can hardly be the best.

Google what year the game came out. Then google what year Windows 7, let alone Windows 8, came out. And it'd only be forcing that application to run as Vista, not the whole computer...
I am using Windows 7 and 8 for the game. I got the game since January 2009 and don't you think I should be unaware when the newer Windows came out? There are many who did not use compatibility mode as suggested by Rockstars themselves. I am not against the compatibility mode since its too simple.
