try install swiftshader 3.0 (link http://www.2shared.com/file/-2bDzulg/SwiftShader_30.html) run LaunchGTAIV.exe compatibilly with windows xp (service pack 3), and if you get next error (wtv190 like me) get link from this video http://www.youtube.com/watch?v=lB5DkG9YM9c Works for me :)

Go to Properties > Set Lauch Options... > Type -windowed > Run the game, when it starts hit Alt + Enter to get fullscreen.

Yup, still works. Now if I could just get rid of the annoying title bar. Oh well...
