Second, are your graphical settings completely maxed out? If possible, please run the in-game benchmark, find the BenchmarkXXXXXXXXXXXX text file that it stores in your \My Documents\Rockstar Games\GTA IV\Benchmarks\ folder, and copy/paste the entire results here in this thread.
Third, is your CPU or GPU running hot? How high are the temperatures running in game?
Finally, is any of your hardware overclocked?

Everything looks pretty normal for a high-end set-up. Your rig is more than capable of running this game at those settings (specifically, screen resolution, view distance, and detail distance). I doubt you have a hardware limitation, but just to be sure, you could try running with the -safemode command line as a test, and then attempt to trigger any of the previous crash points (e.g., changing camera views in car, the Jamaican Heat mission). That command line will set your resolution and graphical settings to bare minimum to completely unload the hardware and produce the highest possible frame rate. After you finish troubleshooting, you'll want to remove the command line for long-term gamplay. Otherwise, the graphics will look like crap. Nevertheless, "safe mode" serves its purpose well for troubleshooting.
Otherwise, I'm wondering if its a problem with something in your OS configuration or some kind of other software conflict? I don't have Win8, so I can't really give you specific advice there.
Finally, it could also be related to your AMD processor. Unfortunately, all of my rigs have Intel processors, so I can't really help you much if the issue is AMD-related.
I've tried the -safemode command, with no success. Compatibility mode is off, and I have tried that too.
I knew I shoulda never gone with AMD. My LGA 775 worked miraculously with all other stuff, but was too old. Heh.
Have you checked the Windows Event Viewer crash logs to see what the OS says is the root problem for the crashes?
Right-click Computer and choose Manage, and then chose Event Viewer in the left pane. Look for anything flagged under Error or Critical.
There's also nothing in WEV. I just want to play my game. >:

If I use the view key (V) in the car, it works perfectly, but through Xbox Controller (Select), it crashes. Any ideas? Also, I haven't tested it on Jamacian Dust, as I already done about 3 playthoughs, because I thought it was corrupted. I don't feel like playing through it until the thing on the Xbox controller works.
You should be able to verify that the problem is isolated to the controller by switching camera views inside the car with just the keyboard. If it works with keyboard, but crashes with the controller, the controller is probably failing.
FWIW, I only play GTA IV on PC with Microsoft Xbox360 controllers, but I've never had a single problem with either my wireless or wired controllers.
I highly doubt it's the controllers fault, as I don't have any problems with it. I use my controller for my Xbox, and GFWL that are controller-compatible. It seems to me more like a faulty registry, .dll, or something of the sort that's causing poor mapping with the game and the controller, and is causing an error of the sort.
I haven't found a solution yet.
