The ingame menu only works when you bought the episodes as add-on DLC from Games For Windows Marketplace itself which integrates the DLC into GTA IV instead of as stand alone.
So there should still be two entries in the steam list. Grand Theft Auto IV and Grand Theft Auto Episodes From Liberty City (you do also need to install both games, taking up 16GB as opposed to the usual 8 or 9GB).
Strange, have you made sure Steam is set to show All Games and not just Installed games?
If it's set to installed only and you haven't yet installed Episodes then it won't show up.
Click "Play Now" (if you're on a web browser make sure you're logged in) and hopefully it should initiate the installation if you own it.
Edit* - Looking at your profile it only shows that you own GTA IV and not EFLC. Are you sure you didn't accidentally only buy GTA IV? Check your account history and see which one it says. https://store.steampowered.com/account/
just go to pause screen select game/new game and there will be question if u want to start new game in gta iv/ LaD or BoGT
