GTA IV not installing. **RESOLVED!!**

I fixed it! If any of you experience the same problem, you have to,

WINDOWS:
1. Close steam.
2. Go to your Steam folder (Computer>Programs(x86)>Steam)
3. Delete EVERYTHING in your Steam folder except for the folder "SteamApps" and the program, "Steam(.exe)"
4. Open Steam and log in (you may need to enter a code, due to Steam Support).

MAC:
1. Close Steam.
2. Go to your Steam folder (User/[username]/Library/Application Support/Steam)
3. Delete EVERYTHING except for your "SteamApps" and "UserData" folders/files.
4. Open steam and log in. (you may need to enter a code, due to Steam Support).

LINUX:
1. Close Steam.
2. Go to your Steam folder (.local/share/Steam)
3. Delete EVERYTHING in your Steam folder except for "Steam.sh" and "SteamApps" folders/files.
4. Open steam and log in. (you may need to enter a code, due to Steam Support).

Okay, so, I just got this game yesterday and well, I was installing it.
I forgot to pause the download, and I shut off my laptop.
When I turned it back on, the download was "suspended".
I deleted it and tried installing it again, and it increased the time to download from eight hours to seventeen hours.
And then this error message comes up: http://puu.sh/2s4yJ
((If the link won't open, it says: An error occurred while installing Grand Theft Auto IV (unknown error)).
Does anyone know how to fix this?

{P.S. If you need to know, my laptop is a Windows 7, 64-bit.}

tried deleting local content, didnt work

~ Did you restart Steam while doing this? If so, then maybe you should try uninstalling Steam completely and redownloading it. And then restart your computer when it's all finished, log into Steam (a code may be required), and try downloading GTA IV. Tell me if it still doesn't work.
