Bugs in "Logging On" and "First Date" SOLVED
Main reason for giving GTA IV a try was because of the mods, and over the last day or so I've tried a whole load of different ones including iCEnhancer and various vehicle mods. All was going well until trying to get to using a computer in the "Logging On" mission. I spoke to the girl, but was unable to use any of the computers. I could press E to buy sodas to my hearts content, but no dice for browsing teh virtual interwebz.

Various searches basically said that this problem was a problem due to cracking or pirated copies, but as I'd legitmately bought the game through Steam, this wasn't applicable.

I deleted all the mods, and did a repair install to do a "factory reset" as it were, but kept the 4 vehicle files that I'd modded just in case I found a solution to the problem and also my local save games. I started the game from scratch and found once I'd got to the bowling alley with Michelle, the bowling lane arrows weren't showing, so I couldn't go bowling. The two issues seemed to be linked.

Now the crux of the problem; some of my modded cars were imported over the top of existing versions, and some of them were added as new ones. When I removed all the additional ones, but left the modded versions of existing cars, voila, the bowling lanes now showed up in First Date. Then I went back to the saved file with the Logging On mission, and I was able to use the computer as well!

TL;DR - problem appears to be caused when lines are added to files when applying mods. Modifying existing ones is fine.

Bear in mind that many, if not all, of the mods were produced before GTA IV version 1.0.7.0.
In case anyone stumbles upon this, starting a new game fixed the problem for me on 1.0.7.0.
(I had a few scripts installed and added (not replaced) 1 new vehicle in an existing save before the problem happened)

Just wanted to write here that I had the same problem (on 1.0.7.0) and this thread got me on the right track. The problem is caused by mods that modify .img files. What I did was move all mods away from game folder, so as to backup them, and then verify files via Steam. This gave me a clean GTA IV installation, which I then re-downgraded to 1.0.7.0 with the downgrader. Doing this, I was able to use the computers normally and complete the mission. Afterwards I re-installed all the mods. Everything works again for now.
