They update the game regularly.
This has to do with the R* launcher

I did check and it is multiple rockstar games not just GTA IV, so probably some certain things i guess, I read somewhere that Rockstar Editor was removed from some of the games, Not Sure if it means anything for GTA IV though or the PC Ports of the games.

This game is 16yo, don't expect anything. Maybe they will make a separate remake for the 20th anniversary

As usual it's an update to the Rockstar Launcher malware. The only time the game itself will update is when more music licenses expire and they can't be assed to renew them.
