READ THIS if your GTA 4 gets stuck on loading screen after pressing play! Easy Fix.
I bought gta4 and episodes from liberty city together as a package here on steam. They install fine, but after loading and signing into live I press play and it just keeps running the intro pictures of all the characters. I know other people have had this problem, but I can't find a for sure fix. Has anyone had this particular issue and fixed it? If so, how.

I have windows 8.1, intel core i3, toshiba satellite. I had a similar problem with Fallout 3 and fixed it by updating GFWL and pasting a couple .dll files. Would this work for GTA4?

5th Post is the answer. Also try updating GFWL.

I have the same problem too, can't activate EFLC though original 4 works fine. Games for windows isn't working no more, so does anybody knows how to activate the steam code?

it automatically asked me for my steam code the first time I loaded the game. All that worked fine for me. This won't fix the loading problem but if you update GFWL from the website it should allow you to at least activate your code. But like I said, it won't help if your game decides not to load. I am gonna try to find the thread about Fallout 3 and ask the author if that fix will also work for GTA. I will let everyone know....

Just try relaunching the game

To fix this, type -availablevidmem X in launch options.
X is the amount of video memory you wish to dedicate to this game, and must end in a decimal, like 64.0
To find your vid memory, right click your desktop and hit screen options, then advanced settings. Keep X equal to or less than this number.

I've relaunched about 20 times lol

Right click GTA IV, and select Properties. It should be near the middle of the box. Type "-availablevidmem X"

The dash is important, it's all one word except for the number, and remove the quotes.
