Use the following command lines:

-nomemrestrict -norestrictions

Steam Library > Right-click "Grand Theft Auto IV" > Properties > Set Launch Options > [copy/paste the command lines above, exactly as typed] > OK > Close

Launch the game > Go to Graphics Menu > Change options as desired.

Seeing as you know what to do, ill ask you for help. I did this and after i signed up and everything I go on press play and it just gets stuck on the loading screen with the characters showing (I waited like 15 min). I go to task manager and after that it says it isnt responding. I have Windows 7 64 bit. It really makes me angry how I can run Far Cry 3.. Skyrim and so many other games without any problems but GTA 4 is in a way mocking me and telling me that I can not run it.
Please help me. Thanks.

Great, thanks. Used this on mine. Why is it restricted at the start is amazing!

Also, i run Windows 7 64 bit and this is working fine. Just maxed out all the graphics options and it looks much better now.

The game was developed over 5 years ago, back when most graphics cards had less than 2GB of Video RAM (VRAM). The command lines that I posted provide a work-around for that VRAM bug, but no patch has been released to fix the issue for modern-day graphics cards (or to fix the GFWL problems, Win 8 activation problems, etc.).

Then it was disastrously ported over to the PC, with memory leaks and all
